Expert + Partner

Do both. Experts can also become partners, and qualified partners can also join the expert network. The roles remain separately qualified and are governed independently at decision level.

Independence boundary

Dual roles are allowed. Hidden influence is not.

When an expert also has a commercial interest in the same decision, that relationship must be disclosed and governed. Where independence cannot be protected, the expert role can be restricted or separated from the evaluation.

Expert status is based on relevant capability and experience, not commercial status
Assignments are matched to the decision and disclosed conflicts
Experts contribute judgement; they do not receive automatic authority over the final recommendation
Commercial relationships are recorded but cannot increase evidence strength or ranking
An expert may also originate opportunities as a partner without needing to participate in those evaluations
A partner is never automatically treated as an expert
